It is a privilege to be amongst you all at this inaugural International Strategic Engagement Programme (IN-STEP)—a significant step in fostering international cooperation and understanding in matters of strategic importance. The environment in this field is changing by the minute, and challenges of a totally different nature arise due to technological advancements.

This program presents a unique opportunity, as we gather 27 international delegates from 21 countries alongside 11 senior Indian military and civil officers. Your presence here is a testament to our shared commitment to global peace, security, and stability, which are of critical importance to humanity and the planet.
Ideating about peace and harmony is fundamental to a saner humanity. Global peace is essential for sustainable development—the only path to existence. This gathering takes place in the land of Mahatma Gandhi, the apostle of peace and non-violence, which carries great significance.
You are aware, perhaps more than I am, that peace is best secured from a position of strength, which underscores the importance of national security. Geopolitical configurations and conflagrations have profoundly altered our security outlooks. The current scenario poses dangers that were unimaginable a few years ago, and we cannot predict what lies ahead.
Multilateral engagements have become a crucial facet of national security. In the past, countries dealt with security in a conventional manner, often independently. However, a paradigm shift has occurred due to factors such as connectivity, disruptive technologies, and a decline in conventional warfare.
IN-STEP offers a valuable platform for the exchange of ideas among domain experts from diverse backgrounds. It is an occasion for open and constructive dialogue to address fast-emerging changes and challenges in security-related matters, broadening our horizons. This initiative holds relevance in today’s world, as does the venue—India, home to one-sixth of humanity and the largest functional democracy with a track record of standing for global peace and harmony.
Prime Minister Narendra Modi has emphasized that the resolute addressing of global conflicts can only be achieved through dialogue and diplomacy. He has asserted India’s commitment to peace, contrasting it with countries that pursue expansionist policies. You will have ample opportunities to brainstorm these pressing issues.
IN-STEP represents a collaborative effort among the National Security Council Secretariat, the Ministry of External Affairs, and the Ministry of Defence of India. I extend my profound gratitude to the National Defence College and the Vivekananda International Foundation, a forward-looking think tank contributing significantly to curating this program.

During this course, you will engage in discussions, seminars, and interactive sessions covering a diverse array of topics, from geopolitics and security challenges to diplomatic negotiations and conflict resolution strategies. Meaningful deliberation often requires frank discussions and the consideration of alternative viewpoints.
Globally, we have witnessed a rigid approach to conflicts, and flexibility is sorely lacking. In areas critical to dispute resolution and peace, we need fresh innovation and strategic evolution, which you will be encouraged to explore.
As we embark on this journey of knowledge exchange and collaboration, we must reflect on the significance of such initiatives in today’s complex geopolitical landscape. The current state of affairs is alarming, characterized by volatility, uncertainty, complexity, and ambiguity.
We face unprecedented challenges such as climate change, pandemics, terrorism, cyber threats, and global order disruptions—many of which stem from our reckless pursuit of power. These issues are compounded by evolving narratives shaped by social media, necessitating the prompt application of disruptive technologies to counteract false narratives that could lead to conflict.
In an era of rapid technological advancements and interconnectedness, collaborative action and collective solutions are paramount. IN-STEP underscores our commitment to multilateralism, cooperation, and dialogue as the cornerstones of effective policymaking and conflict resolution.
The need for countries to engage in meaningful dialogue has never been greater. We must heed the proverb: if you are on the wrong track, the longer you delay a U-turn, the more you suffer. It is time for a global U-turn toward peace, harmony, and sustainable development.
The participants here represent a diverse array of backgrounds, reflecting the rich tapestry of our global community. This diversity is heartening and indicative of our collective commitment to fostering international cooperation and understanding.
Every nation aspires for peace, security, and development. Achieving these goals requires resilience and the pooling of resources and expertise. India, with its cultural heritage and the principle of “Vasudhaiva Kutumbakam” (the world is one family), remains committed to fostering global peace and stability.
Through open dialogue, we can broaden our perspectives and challenge assumptions, ultimately leading to effective solutions for the complex challenges we face. The decisions we make today will shape the trajectory of our nations and the world for generations to come.
By fostering cooperation, understanding, and mutual respect, we can build a more peaceful, prosperous, and secure world for future generations. This is our duty—to pass on a better world to the next generation as trustees.
